Paul Dennis,  Academy Director

Paul Dennis served all 26.5 years of his law enforcement career with the City of Azusa Police Department.  He retired in August of 2018 at the rank of captain.  He holds an undergraduate degree in Psychology and a graduate degree in Organizational Management both from Azusa Pacific University.

Originally from England, Paul grew up in the San Gabriel Valley.  It was his athletic career that introduced him to Azusa Pacific in 1986.  Paul’s high school basketball coach brought Paul to a Fellowship of Christian Athletes event held at Azusa Pacific University.  There Paul met several Olympic Athletes and knew immediately that A.P.U. was somewhere he wanted to pursue his education.

Paul earned a Track & Field scholarship to attend A.P.U.  While at A.P.U., Paul was a member of four national championship Track & Field Teams.  Additionally, he was a six time All-American and competed at the World University Games for his native country of England both in 1989 (Duisburg, Germany) and 1991 (Sheffield, England). Paul credits much of his life’s successes to the exceptional foundation he received as a student athlete while attending Azusa Pacific University.

After completing his undergraduate studies, Paul accepted a position with the Azusa Police Department as a member of their non-sworn professional staff.  Paul served as a jailer and was responsible for the booking, processing and overall welfare of arrestees housed in the city jail.  Paul spent one year as a jailer before applying for the position of police officer.

Paul became a sworn police officer in February of 1994.  As an officer he worked a variety of assignments which included; Patrol, S.W.A.T. Team Member and Field Training Officer.  Paul earned his first promotion to the rank of corporal in 1999.  As a corporal he spent time as a detective investigating a variety of complex cases.  In 2003, Paul earned his next promotion to the rank of sergeant where he served as a Patrol Watch Commander and one of the S.W.A.T. Team Leaders.

In 2005, Paul was promoted to the rank of lieutenant.  Paul’s responsibilities as a lieutenant were largely administrative in nature.  He was responsible for ensuring that the men and women of the police department not only had the tools, training and resources to effectively and safely perform their duties, but he also ensured that the goals and objectives of the police department met the needs of the citizens of Azusa and the community as a whole. 

As a lieutenant, Paul served as the Sector Area Commander for the eastern portion of the city.  As the Sector Area Commander, Paul was the primary law enforcement point of contact for the residents and businesses of that segment of the community.

In 2017, Paul was promoted to the rank of captain.  He has served as the Operations Division Captain overseeing the Patrol Division, Detective Division, Traffic Division and all things operational within the Police Department.  In the final year leading up to his retirement, Paul served as the Administrative Captain overseeing the Communications Division, Records Division, Property & Evidence Division as well managing the budget and all facets of recruitment and hiring.

Paul truly enjoys mentoring and developing others.  He has served as an Adjunct Instructor at Citrus Community College for 13 years.  He teaches courses in Preliminary Investigations and Introduction to Criminal Justice.  Paul also formerly served as a Physical Training Instructor, a Recruit Training Officer and a Criminal Investigations Instructor at Rio Hondo Police Academy. 

In his free time, Paul enjoys spending time with his wife and their three children.  He is an avid basketball fan and enjoys watching and playing the game.

 

Kenneth Green, Academy Coordinator

October 2015, Kenneth Green was hired as Backup Coordinator for the San Bernardino Valley College Extended Basic Academy.  Green has served as an instructor and scenario evaluator since 2006 at San Bernardino Valley College. 

Prior to his duties as Coordinator, Green served as a Deputy Sheriff for San Bernardino County from 1991 until his retirement as a Detective in 2013.  He has worked Corrections, Patrol, Advanced Officer Training, and conducted specialized investigations involving Hi Tech Crime.

Green is a graduate of California Baptist University, where he earned a Bachelor’s Degree in Computer Information Systems and Network Engineering.  He also has his Associates Degree from Los Angeles Harbor College in Electronics.  He is also an adjunct instructor and teaches Criminal Justice classes at San Bernardino Valley College.

Green grew up in Compton, California and enjoys music, movies and technology.

 

Horace Boatwright, Senior Tactical Officer

Undersheriff Horace Boatwright is a 28-year veteran of the San Bernardino County Sheriff’s Department and is currently serving as the Commander of the Employee Resources Division.  He previously served as the Commander of the Fontana Patrol Station.  He also served as the Executive Officer of the Fontana Station and a Lieutenant of the West Valley Detention Center.

He began his career with the Sheriff’s Department in 1990, after graduating from the Sheriff’s 101st Academy Class.  He worked various assignments, including two of the four county jails, Rancho Cucamonga Station, Public Affairs Division, Central Station, and Employee Resources Division.

He grew up in the small town of Bennettsville, South Carolina and is the oldest of five siblings.  In 1982, he enlisted in the United States Air Force, where he served eight years.  He separated from service in 1990 with an Honorable Discharge.  He is married and has a son and daughter and is very involved in the local community.

He is a graduate of Union Institute & University with a Bachelor of Science Degree in Criminal Justice and a graduate of Touro University with a Master’s Degree in Public Administration.  He is a graduate of the FBI National Academy and the IEEP Regional Leadership Academy. 

Horace hobbies and interests include instructing karate to underprivileged youths, golfing and deep sea fishing.

 

 

Rosalind Lewis, Academy Coordinator

Rosalind was born in Mesa, Arizona, the last child of nine to parents who viewed education and sports as a necessity for success in life. She was awarded a partial basketball scholarship to Mesa Community College, but chose to attend San Diego Community College, where she majored in sociology and early childhood education. While attending college, Rosalind played softball and basketball. After graduating with an Associate of Arts Degree, she joined the United States Air Force and served a year at Osan Aire Base, Osan Korea. Rosalind was transferred to Norton Air Force Base, San Bernardino, California, where she served three years, and was honorably discharged after achieving the rank of Staff Sergeant.

In 1989, Rosalind attended the San Bernardino County Sheriff’s Department Basic Academy, 95th session. After Rosalind graduated that summer, as a San Bernardino County Deputy Sheriff, she was assigned to the Central Detention Center in San Bernardino. While working in corrections, she attended San Bernardino Valley College and earned a second Associates of Arts Degree. After spending two and half years at CDC, Rosalind was chosen as one of few deputy sheriffs to assist with the opening of the newly constructed West Valley Detention Center in Rancho Cucamonga.

In 1991, Rosalind was promoted to Deputy Sheriff II and assigned to the West-End Patrol Station, which later became the Chino Hills Police Station. While assigned to the Chino Hills Station, she worked as a Field Training Officer (FTO), Drug Recognition Experts (DRE), Coordinator for the Search and Rescue Team, and earned her Intermediate Peace Officer and Training (P.O.S.T) Certificate. After serving seven years at Chino Hills Police Station, Rosalind was transferred to the Central Patrol Station, in San Bernardino, where she continued mentoring and training deputies.

In 2001, Rosalind was promoted to Corporal/Detective, assigned to the Sheriff’s Academy-Range, where she assisted with facilitating quarterly peace officer training to deputies and outside law enforcement agencies, which included, firearms, arrest and control, and scenario training. Rosalind served as the lead instructor for the basic academy trainees and reserve deputy academy students, in arrest and control, and firearms. After three years, Rosalind was transferred back to Chino Hills Station, as a detective, where she conducted a variety of criminal investigations. She was chosen to be the coordinator for the reserve deputies unit.

While working full-time and becoming a parent of a two-year old, Rosalind continued her education. She completed her Bachelor of Science Degree, in Workforce Education and Development, at the University of Illinois-Carbondale, where she graduated with honors ‘Cum Laude.’ During this time, she earned her Advance Officer P.O.S.T certificate.

In 2006, Rosalind was promoted to Sergeant, where she was assigned to West Valley Detention Center and later transferred to the Glen Helen Rehabilitation Center. For the third time in her career, Rosalind was transferred to Chino Hills Police Station, where she served as a Patrol Sergeant, Citizen on Patrol Coordinator, Field Training Officer Coordinator and Detective Sergeant. While assigned at the Chino Hills Station, Rosalind earned her Supervisory P.O.S.T certificate and in 2013, she was chosen to attended the P.O.S.T Sherman Block Leadership Institute (SLI).

In 2015, after serving 26.5 years in law enforcement, Rosalind retired as a Sergeant. Six months later, she was re-hired by the San Bernardino County Sheriff’s Department, as a part-time background investigator, where she worked for an additional three and half years.

In 2019, Rosalind was hired at San Bernardino Valley College Extended Basic Academy, as a Scenario Evaluator. Within a few months, she asked to become one of the Recruit Training Officers (RTO), and later assumed the role of the back-up Coordinator.

In her spare time, Rosalind serves as President for Alpha Adoptions, a non-profit organization, San Bernardino County Volunteers Service Unit, as Treasurer for Inland Empire Women Leaders in Law Enforcement, and is a member of three different golf club associations. She enjoys spending time with her family, wood-working, reading, tap dancing, playing tennis, learning to play the drums, and of course, golfing.
